The octagonal layout of the city made circulation very difficult in this area because of the steep slope of this first morenitic terrace, originated as a consequence of the glacial origin of the lake. These stone urban staircases were built in 1940 as part of the National Parks urban plan, to make pedestrian circulation easier and to contain the erosion of the slopes.

In this area you find the Paseo de las Colectividades (Moreno y Beschtedt).
